Iurii Kovalenko.Orthodox theological understanding of church-state relations in Ukraine at the time of development of Media and Information Technology. In the resolution of the Central Committee of the CPSU entitled "On the Periodical Kommunist," the study of the dialectics of the forces and relations of production is assigned to the sphere of economics. It is no accident that the question is posed in this way. Today, under conditions of restructuring, a concrete analysis of the economic connections, contradictions, and interactions of socialist society and of the real forms of manifestation of economic relations is more important than ever. The [current] (...) criticism of erroneous views, widespread in their time, about the exceptional character of the economic system of socialism that made it possible to "constitute" productive relations through the "creative force of the economic plan," is especially timely and substantive. However, a more general sociophilosophical study of the dialectics of the forces and relations of production is also necessary. Lenin's words have never lost their vital force: we cannot take up "particular questions without first solving the general question. …"' It is from these general sociophilosophical positions that we shall be examining some aspects of this topic that we think important. The subject of this research is the period of Russian symphonic music of the 1960s. A new generation of composers – the “Sixtiers” – introduced a fresh modern musical language and remarkable artistic achievements. In first part of the article, the author dwell on several fundamental symphonic works by R. Shchedrin, S. Slonimsky, E. Denisov, Y. Falik, N. Karetnikov, as well gives general characteristics to this period. The second part of the article examines the compositions by A. Schnittke and L. (...) Prigozhin. Special attention is turned to the Symphony No.3 by Boris Tishchenko, who opens new stylistic horizons and encompasses the key trends of modern music, including the avant-garde, into his stylistic orbit. This article is first to consider B. Tishchenko's outstanding Symphony No.3 in the context of stylistic and linguistic innovations of the 1960s, which defines the scientific novelty. Analysis is conducted on the role and place of the youngest composer of the “Sixtiers” B. Tishchenko in the struggle for the “new music”. The conclusion is made that Tishchenko was one of the leaders in revival of the Russian music of the late XX century, and his Symphony No.3 reflects the pursuits of the postwar generation of Soviet composers to the fullest. The subject of the study is the period of Russian symphonic music of the 1960s. A new generation of "sixties" composers has entered the Soviet music scene, imperiously declaring themselves with bright creative achievements, fresh and modern musical language. The epoch of the turning point dictated a new reality, required new artistic thinking, generated diverse creative ideas. The panorama of Russian music was quite colorful, many things in art appeared and disappeared very rapidly, stylistic pluralism, lost at the dawn of (...) Soviet power, returned to the music scene. Special attention is paid to the works of composers of the Leningrad school — S. Slonimsky, Y. Falik, L. Prigozhin and V. Gavrilin. All of them opened new stylistic horizons and absorbed into their sound orbit the main trends of modern music, including the conquests of the Western avant-garde.  The scientific novelty of the work consists in the fact that the author examines the bright and original works of young Leningrad authors in the context of stylistic and linguistic innovations of the 1960s. The article analyzes the role and place of "Sixties" composers in the struggle for "new music". The main conclusion of the article is the idea that the period of musical renewal of the 1960s under consideration turned out to be extremely saturated with the most complex and diverse problems: ideological, general aesthetic, musical style. S. Slonimsky, Y. Falik, L. Prigozhin, V. Gavrilin became undisputed leaders in the renewal of Russian music of the second half of the twentieth century, and their works-"symbols" fully reflected the intense search of the post-war generation of Soviet composers. The subject of this research is the period of Soviet music in the 1960s. A new generation of the composers – the “Sixtiers” – came upon the stage, demonstrating remarkable artistic achievements, fresh and modern musical language. This article is dedicated to the symphonic work of the prominent Russian composer of the late XX century Boris Ivanovich Tishchenko. Particular attention is given to the Symphony No.1, which he created at the age of 22. Tishchenko burst into the Soviet musical space (...) with creative fervor, and asserted himself as a tremendous and unique talent. His extemporaneous music pieces kept pace with the time, in unison with the global changes that took place in Russian symphonism. The scientific novelty lies in consideration of B. Tishchenko’s Symphony No.1 in context of stylistic and linguistic innovations of the 1960s. Detailed analysis is conducted on the role and place of Tishchenko — the youngest of the generation of “Sixtiers” – in the struggle for "new music". The main conclusion lies in the thought that Tishchenko was one of the leaders in the renewal of Russian music in the late XX century, and Symphony No.1 of his early period fully reflected the intense pursuits of the post-war generation of the Soviet composers and opened the path towards the "new shores" in symphonic music of that time. In the paper authors present, examine, and test elements of the vital idea of the philosophical morphology as a method and a technique of philosophical investigation. The paper consists of some applications mostly concerning the method applied by L. Wittgenstein in PI and related later works, and of a series of examples concerning daily phenomena. In the first part the philosophical morphology is explicated as a method, and in the second and in the third part basic “commandments” of morphological technique (...) are described and examined, namely the first one – which says that one should “look-at exhaustively”, and the second one – which says that one should “see-as and describe synoptically”. In these parts some objections and replies to crucial morphological ideas are provided and accompanied with examples. (shrink)

ExcerptSignificant political changes are taking place in contemporary China. The current Chinese leader, Xi Jinping, has decisively changed the system for the succession of power established by Deng Xiaoping, the architect of Chinese reforms. Xi has eliminated the two-term limit on the presidency that was introduced to the Chinese constitution in 1982. He has centralized the system of governance significantly, reinforced the role of Party bodies in relation to state bodies, and transferred the main decision-making function from the traditional ministries (...) and the Communist Party of China (CPC) Central Committee departments to numerous governing groups, most of which he personally heads. In foreign policy, Xi has effectively abandoned the principle of “keeping a low profile and biding your time” (tao guang yang hui) put forward by Deng Xiaoping. According to official Chinese ideology, the new theory of government is one of the foundations of the “Xi Jinping thought” that, along with the provisions of the founders of Marxism and some other Chinese leaders, should guide the people of China. This provision was enshrined in the country’s constitution in 2018. However, the most important change, from the point of view of the Chinese authorities, was the implementation of a multifaceted government reform that foreign observers dubbed the “fifth modernization.”1. Introduction. War as a social phenomenon has always been an object of philosophical reflection, since its results largely determine the further de- velopment of society and have a profound impact on all spheres of social life. In connection with the ongoing so-called special military operation which Russia is conducting in Ukraine and which is at the same time a proxy war of the collective West against our country, the modern philosophical discourse of war is clarified. One of the important aspects (...) of the ontology of war is considering its chronotopos. The space-time factor has a signifi- cant impact on the course and outcome of hostili- ties in modern warfare, which makes its study very relevant. The purpose of the study is to describe the chrono- topos of modern warfare, to show the influence of the space-time factor on the course and result of hostilities. Methods. Being supporters of the relational concept of space and time, the authors consider the chronotopos of war as its internal attributive property. In addition, they rely on the methodology of synergetics, which makes it possible, in addition to the external universal space-time, to single out the internal space-time of open complex non-equi- librium systems. The authors apply structural-func- tional analysis to study material and ideal objects that influence the characteristics of space and time in modern warfare. They also use general scientific methods: abstraction, comparison, description and explanation. Scientific novelty of the research. The authors give characteristics of the war chronotopos at the beginning of the 21st century, and consider the tendencies of its changes. The necessity of taking into account spatio-temporal changes in planning and conducting hostilities in modern warfare is substantiated. Results. New means of warfare, as well as the cor- responding changes in tactics, operational art and strategy, will significantly reformat the chronoto- pos of war. The space of modern warfare is being radically transformed due to the fact that the confrontation simultaneously takes place not only on the plane, but also in the air, in space, under water, and even in social networks. New capabili- ties of strike systems are changing the perception of such characteristics of the war space as the front and rear. What was previously considered a deep safe rear, in the era of using missiles and combat drones, is no longer such. The time of war is also changing. An increase in the flight speed of ammu- nition, aircraft, and missiles increases the dynamics of battles and intensifies all processes on the bat- tlefield. Hypersonic systems are changing the pace of war, space satellites, reconnaissance drones and new technologies make it possible for the com- mander officer of the battle to see everything that happens on the battlefield in real time, regard- less of the distance from objects. Each new war is fought in its own space-time continuum. To win the war, all this must be taken into account. Conclusions. The chronotopos of war within the framework of the relational concept of space and time prevailing in modern philosophy is changing due to the emergence of fundamentally new means of warfare with new capabilities, which requires a significant adjustment in combat management, ensuring the adequacy of human behavior in war, training troops, taking into account the character- istics of the space-time continuum of a particular war, understanding on the part of the command staff of the essence of changes in the space and time of modern war. Old stereotyped ideas about the chronotopos of war can cause disorientation of a person on the battlefield, which requires not only a philosophical reflection of the ongoing spatio- temporal changes, but also the practical consid- eration of new knowledge in training troops, in planning and conducting combat operations. In this research, author analyzes and interprets data of sociological researches of the Razumkov Centre concerning the religious self-identification of Ukrainian citizens, their attitude towards the Church in general and towards the denominations and religions presented in Ukraine in the dynamics from the year 2000 to nowadays. The author also considers external and internal outlook trends and shows a dangerous contradiction between them. As an alternative to solve this conflict, the author suggests the idea of Open Orthodoxy and presents an (...) example of its implementation in projects of the Open Orthodox University of Saint Sophia the Wisdom. Introduction. The need for a transition to a new system of motivating state and municipal employees’ activities has been widely discussed in recent years. Moreover, some government bodies have taken certain actions in this direction. But in general, there have not been any significant changes. The authors of the article are convinced that the transition to more effective management is impossible without changing the civil servants’ remuneration system, which should motivate them to achieve significant results in the areas for which (...) they are responsible. The paper considers the conceptual approach of transferring the civil servants’ remuneration to a new system, shows the advantages of using performance indicators to stimulate the employees’ activities. The purpose of the article is to justify the reasonability of using performance indicators when remunerating state and municipal employees. Methods. Within the framework of the systems approach, the authors use structural and functional analysis, as well as general scientific methods: abstraction, comparison, description and explanation. Scientific novelty. The authors show possibilities of using the personnel performance indicators in the state and municipal service in order to increase their motivation for obtaining significant results in their work. Results. The authors analyze the conditions for successful implementing the key personnel performance indicators in the state and municipal service, describe the typical mistakes militating the effectiveness of the personnel performance indicators in public authorities. The authors develop some recommendations to improve the use of the personnel performance indicators in the system of state and municipal administration. Conclusions. The proper use of key performance indicators of state and municipal employees will significantly increase their motivation in order to achieve high efficiency in their work. At the same time, the personnel performance indicators must be balanced and matched taking into account the goals of the organization. (shrink)

The subject of this study is the problem of the failure of attempts by the scientific community to come to a common understanding of what exactly information can be as something encoded into material structures and moved along with them. At the same time, the following aspects of this problem are considered in detail: what is the immediate cause of the information problem; what are the objective and subjective prerequisites for its appearance; why the unresolved nature of this problem does (...) not interfere with the creation and development of communication systems, control and other "smart" devices; is there any general guideline for finding solutions to such problems, and what is it; what role did the philosophy of information play in turning the problem of information from a private scientific problem into a problem of the ideological level. The main results of the conducted research are as follows: the immediate cause of the information problem has been identified and a comprehensively substantiated solution to this problem has been given; it has been revealed that the incompleteness of the materialistic theory of cognition has become a fertile ground for the appearance of this problem; the circumstances that prevented its completion have been identified; the natural mechanism of control and cognition has been revealed, as a result of which the materialistic theory of cognition has been further developed the source of the ideal in the material world is revealed; it is shown that the mechanistic idea of information coding made the concept of information incompatible with the presence of any objective content; it is revealed what is actually hidden behind the words about information coding and its measurement; the nature of signals and signs is revealed; a kind of bias of the philosophy of information and a general error is revealed all known concepts of information. During the half-century of its existence, the Soviet study of esthetics has achieved considerable success in developing the views of the founders of Marxism-Leninism with respect to the nature and social function of art. There is no need to list the authors and titles of the works in which the history of world thought about esthetics and the cardinal problems of esthetics have been treated from the Marxist standpoint. Suffice it to say that Soviet esthetic thought has been the first (...) to deal with such very important categories as the principle of partisanship in art, the creative method , the principles of socialist realism, the international and the national in art, and so forth. China and Russia are the main driving forces of Eurasian integration. Russia is pursuing its “pivot to Asia,” while China is branching out to the West through its Belt and Road Initiative (BRI). The interests of Russia and China meet in Eurasia and their friendly relations have led to several cooperation projects there. The most important are linkages between the Eurasian Economic Union and Silk Road Economic Belt Initiative and the plan to create a broader Eurasian Economic Partnership or Greater (...) Eurasia. This article studies the reasons which led the two countries to intensify their cooperation in Eurasia and the current state and prospects of that cooperation. (shrink)

This paper discusses the creation and use of the new Macquarie Laws of War Corpus. The corpus consists of the 110 documents of international war law stored in the International Committee of the Red Cross treaties database, starting with the 1856 Declaration Respecting Maritime Law and ending with the most recent amendment to the Rome Statute. The new MQLWC is hosted at the Sydney Corpus Lab, via its CQWeb interface, which allows for searching of frequencies, concordance lines, and collocations. The (...) corpus can also be downloaded for offline processing in other popular concordance programs, such as #Lancsbox and AntConc. This paper introduces the corpus, describes the process of assembling the data, and explains its limitations. The paper then demonstrates some of the ways the data can be explored using the concept of 'military necessity'. The MQLWC contributes to the growing use of corpus linguistics in legal studies, and will be of particular relevance to scholars in the field of international war law. (shrink)

Based on the study of the works of domestic and foreign authors, the article presents a decompositional model of value creation when conducting business acquisition transactions with the involvement of debt capital, discloses the content of its main elements. Clarification of direct and indirect sources of value creation for debt financing transactions, as well as factors affecting their value, creates a theoretical basis for improving financial analysis and evaluating the effectiveness of LBO transactions, contributing to their development.

The purpose of the study is to analyze and systematize the types of contracts which contain the concept of a lifecycle business model based on international and Russian experience. The article examines the genesis of lifecycle contracts from the moment of their first approbation in the early 1990s to the present day. Particular attention is paid to the comparison of various types of contracts and the experience of their application in the Russian economy. The scientific novelty consists of the development (...) of a typology of lifecycle contracts, that can be used in further scientific work and in the practical activities of Russian enterprises. As a result of the research, it was revealed that in the world practice there are four most widespread types of lifecycle contracts, but in the Russian economy, lifecycle contracts are implemented so far only as experiments. The subject of this study is the special theory of relativity (SRT) by A. Einstein, the debate about which has been going on for more than a hundred years. The aim of the study is to evaluate SRT from the side of whether everything that is discussed in this theory and thus in the new, relativistic physics is possible in nature itself. At the same time, the author pays special attention to three issues: the principle of relativity, the necessary condition (...) for the objectivity of the content of scientific theories and the Einstein style of scientific thinking, which predetermined the ideological component of SRT and all relativistic physics. But such issues as relativistic reductions of lengths and durations, the relativity of simultaneity and a single space-time do not remain without attention. The study revealed the fallacy of a long-standing and widespread opinion about the relativity of properties. The necessary condition for the objectivity of scientific theories is revealed. The natural form of expression of quantities is revealed and the non-relative nature of all natural quantities is shown. The hidden form of relativity inherent in the SRT postulate about the constancy of the speed of light in all inertial reference frames and extended in SRT to the magnitude of all lengths and durations considered in it is revealed. It is shown that such relativity is based on the dependence of the quantities on the choice of their reflection systems. It is shown that such dependence is impossible in nature itself. It is concluded that the SRT is erroneous. At the same time, the factors that served as favorable ground for the emergence and spread of this erroneous theory are listed. (shrink)

Today, scientific discussions on the specifics of the development of civil society in Russia do not stop. The institutional approach allows us to look at this problem through the prism of formal and informal institutions existing in society. Researchers and practitioners should not focus only on the rule of law, official prescriptions and orders, setting the framework for interactions between authorities and citizens, promoting private initiatives, and realizing the rights and freedoms of the population. If they do not correspond to (...) the prevailing norms, stereotypes, ways of thinking and actions for centuries, then the most useful, at first glance, innovations in the political and social sphere may not take root. This does not mean, however, that informal institutions remain unchanged under any circumstances. They also evolve. This process can be targeted. It is important to understand all the actors involved in the development of civil society in our country. (shrink)

Im ersten Teil der Abhandlung wird Wittgenstein als Morphologe untersucht. Die Verfasser erläutern einige wichtige Begriffe Wittgensteins als Illustrierung seiner Methode und liefern Eckdaten zu Autoren, von denen Wittgenstein in dieser Hinsicht beeinflusst wurde . Des Weiteren werden bestimmte Passagen aus Wittgensteins Schriften sowie aus Kommentaren zusammengefasst, die sich auf seine morphologische Methode und ihre Umsetzung beziehen. Es ist das Hauptziel dieses Artikels, die Textstellen in den Philosophischen Untersuchungen und in seinen Bemerkungen zu Frazers The Golden Bough zu kommentieren. Ihre (...) Darstellung ist eine begriffliche Untersuchung zur Ermittlung von Ähnlichkeiten und Analogien zwischen zahlreichen, auf den ersten Blick völlig unterschiedlichen und unzusammenhängenden Fällen , wodurch im Grunde die Morphologie als Methode erst deutlich gemacht wird. Im zweiten Teil der Abhandlung wird Wittgenstein als Morphologe untersucht. Die Verfasser erörtern den Charakter der Morphologie im Hinblick auf Grammatik, Brauchtum und Institutionen und versuchen, die Vor- und Nachteile der Morphologie bezüglich der zum Einsatz kommenden philosophischen Untersuchungsmethode zu erhellen. Die Würdigung der Rolle der Morphologie trägt zum besseren Verständnis des späten Wittgenstein bei. Der Leser erhält so eine klare Vorstellung der Philosophischen Untersuchungen . Die Verfasser der Abhandlung versuchen außerdem einigen wichtigen Beanstandungen der morphologischen Methode zu begegnen und verweisen auf Textstellen in den Schriften Wittgensteins. Morphologisch wichtig ist die Art und Weise, wie sprachliche Phänomene organisiert sind, wichtig ist ihr Organisationsmuster, das man sehen muss, um es verstehen zu können. Des Weiteren gilt es, den Begriff Morphologie selbst zu differenzieren: Es ist zu unterscheiden zwischen einer Morphologie als Methode und einer Morphologie als Struktur oder Organisation, wenn ein sprachliches Phänomen erläutert wird. Dans la première partie, les auteurs étudient Wittgenstein en tant que morphologue. Ils expliquent son concept de vue synoptique et de connexions et offrent quelques notes sur les auteurs l’ayant influencé . En outre, les auteurs résument certains points chez Wittgenstein ainsi que certains commentaires à propos de sa méthode morphologique et de son application. L’objectif est de commenter les Investigations philosophiques : 122 et les Remarques sur Le Rameau d’or de Frazer : 133 ; la présentation, claire et compréhensible, (...) semble être une étude conceptuelle qui consiste à trouver des similitudes et des analogies parmi de nombreux cas différents et d’apparence disparate, ce qui désigne la morphologie comme une méthode. Dans la deuxième partie, les auteurs étudient Wittgenstein en tant que morphologue. Ils débattent de la nature de la morphologie à l’égard de la grammaire ou des institutions, et tentent de formuler ses avantages et ses inconvénients par rapport à la méthode de recherche philosophique. La reconnaissance du rôle de la morphologie nous aide à mieux comprendre la phase tardive de Wittgenstein. Ceci offre un aperçu clair, du moins de certaines parties, des Investigations philosophiques. Les auteurs tentent également, en citant Wittgenstein, d’en finir avec certaines objections importantes à la méthode morphologique. Ce qui est important du point de vue morphologique est l’organisation des phénomènes et leur modèle qui doit être vu afin d’être compris. On peut distinguer la morphologie comme méthode de la morphologie comme structure et organisation, lorsqu’elle s’explique à partir des phénomènes. (shrink)
